@dotnet/product-construction I updated the downlevel implicit version to the already released version and the VMR leg appears to have a problem with that.
src/source-build-reference-packages/src/referencePackages/src/microsoft.net.stringtools/17.12.6/Microsoft.NET.StringTools.17.12.6.csproj(0,0): error NU1102: (NETCORE_ENGINEERING_TELEMETRY=Restore) Unable to find package Microsoft.NETCore.App.Ref with version (= 9.0.1)

A fix for this is flowing into main with #46300 (review). See dotnet/source-build#4850

heat.exe : error HEAT5059 : The file 'D:\a_work\1\vmr\src\sdk\artifacts\bin\redist-installer\Release\int\sdk\10.0.100-preview.2.25079.101\DotnetTools\dotnet-watch\10.0.100-preview.2.25079.101\tools\net10.0\any\BuildHost-netcore\Microsoft.CodeAnalysis.Workspaces.MSBuild.BuildHost.runtimeconfig.json' cannot be found.

262 chars, hooray we are hitting max path issues again in the VMR.

two fewer characters was enough. The x64 is a watch timeout which we know about and arm64 is known to timeout as well. Merging.
