We would like a feature kill-switch for shared workspaces.

For the paranoid enterprise: ensure absolutely no workspace sharing is allowed to happen.

• Entirely disables the new ACL checking, falling back to the current behavior: only owners can connect to workspaces.
• Triggered with CODER_DISABLE_WORKSPACE_SHARING=1 or --disable-workspace-sharing
  • matches wording/usage of other security focused opt-outs such a CODER_DISABLE_NETWORK_TELEMETRY
