Now that mssql-python is supported on Linux, it would be nice to have a dev container spec checked in, so that a uniform dev environment on Linux can be created and would make it very easy to develop on Github.

This would standardize the build/dev/test process and would avoid cognitive overhead while setting up this repo for development.
