Feature description

LocalStack does not support the recipient field in the KMS DecryptRequest structure.

        # TODO add support for "recipient"

Document this limitation.

Otherwise, add support by accepting a syntactically complete but cryptographically unsigned CBOR-encoded attestation document. Use the embedded public key to encrypt the response CiphertextForRecipient.
