When using a TimePicker with the format "HH:mm tt", the AM/PM indicator behaves inconsistently after closing and reopening the application.

Steps to Reproduce
- Run the attached sample TimePickerIssue.zip
- Close and reopen the app multiple times.
- Observe the AM/PM part of the time.
