We currently have 37 instances of imports from @mui/material/Tooltip. Replacing these with our shadcn/ui Tooltip brings us one step closer to shedding MUI as a dependency.

• replace basic Tooltip instances
• remove extra TooltipProviders throughout codebase
  • this was done in refactor: use a global tooltip provider with a consistent 100 millisecond delay duration #20869
• replace other Tooltip instances
