coderd: dbauthz_test: migrate TestNotifications suite to use mock DB
- Replace Subtest with Mocked and set gomock expectations - Use testutil.Fake + gofakeit to generate data - Add necessary GetInboxNotificationByID expectation for read-status updates - Keeps RBAC assertions identical; suite passes locally with GOCACHE
