It is not a regression since it also reproes on VS 17.14.9 with implicit NuGet Client 6.14.0.126.

It bothers me. A fix would be nice

Repro Steps & Context

Notes:

1. The repro rate is 100%.
2. It also reproes in other light-color-series themes: Bubblegum/Cool Breeze/Icy Mint/Mango Paradise/Silky Pink/Sunny Day.
3. It doesn’t repro in VS dark-series theme: Dark/Cool Slate/Juicy Plum/Moonlight Glow/Mystical Forest/Spicy Red.

Repro Steps:   

1. Click the “Continue without code" link when launching VS and choose “Light” theme from Tools->Theme.
2. Create a C# Console Application (.NET 10.0) project and open the project-level PM UI.
3. Go to Browse tab, select “nuget.org” from the “Package source” drop-down list and click any package in the package list.
4. Observe the vertical scroll bar of “README” tab.

Expected Result:

The vertical scroll bar of “README” tab is easy to notice.

Actual Result:

The vertical scroll bar of “README” tab is hard to notice as the screenshot below.
