Homeless people are often considered the quintessential example of a group 'excluded' from contemporary western societies (Mullins, Western and Broadbent 2001; Paugam 1999; Pleace 1998; Commission on the European Communities 1992, 32). lt has been noted, however, that not all homeless people suffer from social exclusion (Tosi 1999). Those who do are characterised by an absence of social ties and a lifestyle of 'lack': lack of work, money, family, home, participation and so on (Soulet 1999).
